In a new grant scheme to be determined for the period 2025 -2029, the Ministry of Infrastructure and Water Management is expected to fund the implementation of research by the Logistics Top Sector that contributes to:
Part A - The transition to sustainable, competitive and safe logistics chains and freight transport as part of the Joint Ambition, 'Logistics and freight transport in 2050: competitive, sustainable and safe', with the resulting Top Sector Logistics Implementation Programme 2024-2026. This programme has the main goals of 1) sustainability, 2) resilience and 3) future-proofing.
Part B - Emission reduction through construction concepts, emission reduction in construction logistics chains, the deployment of emission-free mobile tools and the development of digitalisation and chain management activities, fitting within the Knowledge, Scaling-up and Knowledge Experience Programme (KOP) Mobile Tools and Construction Logistics, as part of the national Clean and Emission-Free Construction (SEB) approach.
TKI Dinalog expects to open the Call for Proposals for both parts through the usual channels in mid-May at the earliest. Subject to the availability of funds and publication of the final grant scheme, consortia can already develop proposals based on the concept documents at their own risk.
Available budget
The total budget available for research and knowledge utilisation is expected to be:
3.5m euros for Part A on the research themes:
Scarcity in space
Labour market shortages
Availability of materials and raw materials
Disruptions in logistics infrastructure
Sustainability and energy transition
1.9 mln euros for Part B on the research themes:
Sustainable construction logistics and the role of digitisation
Logistic patterns in industrial construction
Robust logistics systems for circular construction logistics
Timeline
With this pre-announcement, we inform consortia of research and knowledge-dissemination organisations, private and possibly public parties about the possibility of developing targeted proposals. After publication of the subsidy scheme in the Government Gazette, the Call for Proposals will be officially opened and proposals can be submitted within the conditions and guidelines of the subsidy scheme. Project proposals can then be submitted until Monday 25 August 2025 (23.59h) at the latest. Proposals will be considered in the evaluation process only after this deadline has passed.
Consortia have until Sunday 13 July 2025 (before 11.59pm) to submit a draft budget and receive feedback on it, in order to speed up the process after final submission.

The Call for Proposals will be definitively opened subject to the availability of funds and provided and after the Temporary Subsidy Scheme for Research Top Sector Logistics 2025-2029 is in force.
