Guide to determining impact emission reduction
Recently, the subsidy scheme research Top Sector Logistics was published. With a call for proposals, research is invited on the basis of two parts.
Part A: Transition to sustainable, competitive and secure logistics chains and freight transport.
Part B: Construction Logistics and Mobile Equipment.
Proposals submitted in this call for proposals will be assessed along a number of ranking criteria, which can be found in the subsidy scheme and in the guide to the call for proposals. Important criteria include the (potential) reduction that can be realised after implementation of the proposed project on CO2 and NOx. The potential reduction on NOx only applies to proposals in Part B.
In order to support the submitter in elaborating the proposal as concretely as possible on these criteria, a memo has been made available in which some assumptions and emission factors for calculation of CO2 and NOx have been elaborated (see here). Also, along two generic example calculations based on two cases, an indication of the expected (potential) impact on these criteria was given. The requested topics in the call for proposals (Part A and B) are in many cases of a different nature than the two cases. It is up to the submitter to work out the potential impact given the proposal being developed on a topic in the call. The example calculations are tools to reach a quantification with chosen assumptions and emission factors.
Proposers can use the provided assumptions and emission factors. It is explicitly intended as a guide and example. The information used in the memo provides good source information, but is not mandatory in nature. The intention is, of course, that the submitter knows how to work out in their proposal how to expect an impact on the reduction of emissions and that this is quantified as well as possible. The proposer is free to choose their own reasoned approach for this.
