In 2024, the third Top Sector Programme (TSL3) was launched. Since its inception in 2012, the Top Sector Logistics has made great strides. The scope of the programme has broadened from primarily increasing the economic earning power of logistics to additionally focusing on social goals for the benefit of liveability, such as sustainability and circular economy. In doing so, logistics contributes to the missions of the Mission-driven Top Sectors and Innovation Policy (MTIB). In the previous Top Sector Programme (2021-2023) there has been a strong focus on application and scaling up.

To solve these challenges, the top sector programme gains a lot of new knowledge and insights through both research and application. To achieve real impact, this knowledge needs to reach professionals in the sector. After all, the logistics sector needs enough well-trained people with the right skills to strengthen the sector and make it ready to adopt new innovations. This applies to both students (pre-experience) as well as workers (post-experience) with a logistics job.

In the TSL2 programme (2020-2023), the Top Sector made a valuable contribution to applying and scaling up developed knowledge and innovations towards education and businesses through the Human Capital voucher scheme. In TSL3, this scheme will be continued.

The voucher scheme focuses on developing innovative educational tools that ensure that knowledge and insights gained in the Top Sector Logistics land in education and in companies. Examples of educational tools that can be considered include digital twins, serious games, calculation tools and datasets with educational cases, simulations.

Funding

There is scope for awarding three education vouchers per Steering Group for 2025. The voucher scheme applies to the application areas of the Steering Groups Supply Chains, Multimodal Freight Corridors and Cities and Space.

Deadline for Submission of Applications

There are two deadlines to submit applications in 2025, on 26 September and 1 December. Proposals submitted by that date will be included in the assessment. Depending on the number of vouchers awarded in 2025, the Logistics Top Sector has the option to designate additional moments for applications in 2026. Applications can be honoured until the total budget is exhausted. If a sufficient number of good proposals can be awarded at the first opportunity for submission then it will lapse.

Who Can Apply?

The following organisations are eligible to apply for vouchers:

  • Medium vocational education (MBO)

  • Higher vocational education (HBO)

  • Scientific education (WO)

  • Non-funded education

  • Professional and trade organisations
