PROSPER – Platform Role for Operational efficiency, Social equity, Prosperous Economy, and Rider safety
Cycling-based delivery is accelerating through platform logistics and Zero-Emission Zone (ZEZ)
policies. While these trends support national sustainability goals, they also increase exposure to safety
risks and workload imbalances among couriers. Cities often lack the operational insight to respond
effectively. Platforms lack tools to align routing practices with public policy objectives.
PROSPER develops a new generation of decision-support tools that integrate courier behavior, urban
risk dynamics, and fairness-aware planning. These tools support data-informed collaboration between
municipalities and delivery platforms, strengthening the regulatory and operational foundations for
safer, more equitable last-mile logistics.
The project combines behavioral sensing, analytics, and stakeholder co-creation to produce open,
transferable outputs. Its results contribute directly to the goals of Urban and Data-Driven Logistics
within the Topsector Logistics agenda, with application pathways toward Vision Zero, ZEZ
enforcement, and platform accountability frameworks.
