The Netherlands is currently in a grey area where peace and conflict are close together. Logistics are crucial for a secure Netherlands. Smart, reliable and above all resilient logistics chains are at the basis of a resilient armed forces and society. This requires knowledge and innovation in 'smart scaling' of military and civilian logistics chains and the capabilities that contribute to the defence of European territory and the security of the Netherlands and Europe.

Meerjarig innovatieprogramma Innovation for Resilient Military Supply Chains

The Ministry of Defence and TKI Dinalog are launching a public-private partnership programme to make a major contribution to logistics readiness in cooperation with the business community, by filling the most prominent knowledge and innovation needs for increasing the resilience of military supply chains. It also leverages the further development of ecosystem logistics and the fulfilment of host nation support for NATO, by mobilising the right knowledge development and innovation force from the civilian environment and linking it with military expertise.

The programme Innovation for Resilient Military Supply Chains is aligned with the Defence Strategy for Industry and Innovation 2025-2029, the Strategic Industry Action Agenda (which includes Defence Basic Area Logistics), and also fulfils the innovation need as identified in the KIA Security. The multi-year innovation programme focuses on readiness, innovation, rapid up-scaling and down-scaling as well as the resilience of the armed forces and society. The key themes of the programme:

  1. Military readiness:Increasing the readiness of military readiness and production chains of materials and equipment and effectively scaling up and down.  

  2. Civil-military cooperation:The establishment of robust ecosystems for the purpose of societal resilience (civilian) and military readiness and scale-up.

  3. Supply Chain Network Orchestration:The organisation of supply chains across disciplines and organisations for end-to-end supply chain planning and realisation.

Pre-announcement

The innovation programme will publish an open call for proposals in late December, inviting consortia to submit research proposals for public-private partnership projects:

  • Budget: 1.9 mio (1.5 mio DEF, 0.4 mio TKI)

  • Duration of projects: 2-3 years

  • Cofinancing: industrial development 50%, experimental development 75%

  • Size of projects: between €500.000 - 1,500,000 euro (maximum of 250,000 - 750,000 euro grant in case of industrial development)

  • Consortia: at least 1 knowledge institution (preferably a combination of WO and practice-oriented research) and 2 private partners.
